The Institute for Practical Research and Training will hold its Third Reconstruction Strategies Conference 18-22 November 2004.  Over the past 12 years, Somaliland has surmounted many obstacles.  It managed to establish peace and security for the majority of its people and it embarked on and maintained a robust democratization process that has resulted in the completion of three free elections.  But Somaliland’s nascent democracy faces many critical challenges.  IPRT wishes to use the upcoming conference to examine these challenges and help map the way forward for Somaliland's democratization process and its march towards economic and sustainable development.

 

The following main topics will be covered:

1)     Importance and tenets of good governance

2)     Economic Policy, Management of Public Resources and Taxation

3)     The Role and the Needs of the Private Sector

4)     Health, Education and Human Services

5)     Institutions in Democracy

6)     HIV/AIDS

7)   The Role of the Diaspora in Economic Development, and Promotion of Good Governance.

8) Regional Integration

Papers are invited on the above and other pertinent issues, such as refugee resettlement, the welfare and protection of internally displaced people, peace building and conflict resolution, human rights, and gender and minority rights issues.
